Well, dear, I've never seen a mission proceed from proposal to funding to flight as fast as this one. So I think it's because it's fun to blow stuff up. I think the mission advocates realized that SDI "Smart Bullet" technology could be used to do a little science, and the Powers greased the wheels and now we get a nice big boom.
